Minnesota Outdoor News Cuffs & Collars – Feb. 15, 2019 http://bit.ly/2N551p8

District 1 – Baudette area

CO Ben Huener (Roseau) checked anglers on Lake of the Woods. Violations encountered included anglers using extra lines, possessing illegal-length walleyes, and possessing marijuana. Huener and CO Elwell investigated a report about a dead timber wolf near Hallock. 

CO Demosthenes Regas (Blackduck) reports working snowmobile enforcement and angling activity on special-regulation lakes throughout the week. Time also was spent completing a background investigation and planning upcoming firearms and ATV safety classes.

CO Nicholas Prachar (Blackduck) reports enforcement action was taken for commercial resorts cleaning and packaging fish for travel without a fish packer’s license.

District 2 – Bemidji area

CO Tom Hutchins (Crookston) reports working on two deer cases from the 2018 season. Time was further spent checking anglers on area lakes. 

CO Brice Vollbrecht (Bemidji) worked angling and snowmobiling activity in the area. Angling activity has slowed after the recent snowfall, which caused difficult travel on most area lakes. The CO also completed a background investigation on a CO candidate. Vollbrecht assisted a Beltrami County deputy with an individual who fled on foot from a residence into a wooded area. 

CO Jake Swedberg (Detroit Lakes) spent the week patrolling snowmobile trails and area lakes and attending training. Swedberg also helped out at the annual Poles N Holes fishing tournament on Little Detroit Lake. 

CO Angie Warren (Mahnomen) spent time on snowmobiling activity on area lakes and trails with activity varying due to cold weather and storms. Angling activity was worked. Warren also assisted with a stuck vehicle after the recent storm. 

CO Bill Landmark (Pelican Rapids) spent the week checking anglers and snowmobiling activity. He also attended computer training at Camp Ripley.

District 3 – Fergus Falls area

CO Troy Richards (Fergus Falls) spent time on the lakes and trails in the area. The lakes have a lot of snow with large, hard drifts making navigation difficult. Shelter owners should start considering options for removal before waiting too long. More snow is predicted for the area, which will make plowing with trucks even more difficult.

CO Tricia Plautz (Henning) assisted with a snowmobile safety class, certifying 17 students. Plautz also worked snowmobile enforcement and fishing activity. The CO also attended an area church wild game feed and staffed a question-and-answer booth.

CO Andrew Goodman (Elbow Lake) spoke at a sportsmen’s club meeting in Fergus Falls with CO Richards. Angling and snowmobiling activity were monitored with low numbers found due to blustery weather conditions. 

CO Mitch Lawler (Alexandria) focused enforcement efforts this past week on heavy snowmobile traffic throughout the work station. A few anglers were cited this past week for angling with extra lines and unattended lines. 

CO Brian Holt (Osakis) fielded questions about safety classes and monitored coyote hunting in the area.

CO Daniel Baumbarger (Glenwood) focused enforcement efforts on checking anglers and snowmobile operators. Additional time was spent investigating complaints about ATV operation on snowmobile trails, and investigating a car stuck on a snowmobile trail. Baumbarger also received complaints about trespass and a deer being shot out of season. 

District 4 – Walker area

CO Jacqueline Hughes (Longville) reports continued patrolling anglers and snowmobilers. She responded to a call about an injured gray fox and did a commercial inspection of a game farm. She also assisted with multiple vehicles in the ditch, one of which was pushed out with the help of a group of snowmobilers. 

CO Mark Mathy (Cass Lake) reports fish house owners should plan to remove fish houses before it becomes extremely difficult to get the houses off the lakes. 

District 5 – Eveleth area

CO Shane Zavodnik (International Falls) spent time working snowmobile and angling enforcement with CO Slatinski and Park Ranger Gelo. A couple of violations encountered while working Voyageurs National Park included angling with extra lines, no license in possession, and fishing without a license. An individual angling without a license stated that he had won a free overnight fishing trip on the lake. He was found to be using two extra lines as well. So, it didn’t turn out to be such a cheap trip after all. 

CO John Slatinski (Ray) reports time was spent monitoring angling activity, snowmobiling and trail use, trapping activity, and taking care of equipment maintenance. As is typical with a good snowfall, pockets of slush are showing up once again. Complaints about snowmobilers cutting corners on the trails have been heard recently.  

CO Troy Fondie (Orr) reports monitoring area snowmobile trails, checking local lakes, and monitoring public access sites.  

CO Marc Hopkins (Tower) spent the week checking anglers and working snowmobiling enforcement. Time also was spent finishing up big-game cases. 

CO Don Bozovsky (Hibbing) primarily worked anglers, snowmobilers, and ATV riders. A fishing tournament and a vintage snowmobile ride were worked in the station with CO Frericks. An illegal-length northern pike was weighed in and kept in possession in the fishing tournament and was dealt with. As is typical with a vintage snowmobile ride, a number of speed and registration violations were addressed, but on the newer sleds. Bozovsky has dealt with many snowmobiles going through stop signs.

CO Matt Frericks (Virginia) reports that after a recent snowfall in the Virginia area, he was patrolling areas in the Virginia station with snow-covered fields and ag land. In one location, Frericks knew the owner of the fields and found someone on a snowmobile who had trespassed on the fields. To some, this can seem harmless and fun. To the more informed, this kind of activity will cause serious damage to the crop beneath the snow. Frericks encourages anyone who observes ag land trespass to contact their local CO and report the violation. 

CO Mark Fredin (Aurora) received multiple calls about a vehicle stuck and abandoned on a state snowmobile trail. The responsible parties were located and charged for the offense. 

District 6 – Two Harbors area

CO John Velsvaag (Ely) checked anglers and snowmobilers this past week and attended training at Camp Ripley. He also worked at a work detail on the Gunflint Trail. 

CO Mary Manning (Hovland) attended a meeting of DNR Honor Guard members at Camp Ripley. Manning also checked snowmobile operators and sleds on grant-in-aid trails and forest roads. She also took care of maintenance issues and checked cross-country ski passes and anglers. 

CO Anthony Bermel (Babbitt) worked with the county attorney on cases coming up for trial. 

CO Thomas Wahlstrom (Tofte) checked anglers on area lakes in Cook and Lake counties. Snowmobile trails were worked and a lot of people are enjoying the deep snow. 

CO Don Murray (Two Harbors) worked snowmobile and angling activity during the week. Ice anglers have taken to the formed ice on Lake Superior, hoping to hook a salmon or lake trout. Anglers must use extreme caution and pay attention to changing ice conditions while venturing out.

District 7 – Grand Rapids area

CO Jayson Hansen (Bigfork) worked snowmobiling and fishing enforcement. He also answered angler questions. 

CO Mike Fairbanks (Deer River) attended training, patrolled area snowmobile trails, checked anglers, and assisted the State Patrol with vehicles off the roadway. Enforcement action was taken for snowmobile registration issues and angling with extra lines.

CO Sarah Grell (Grand Rapids) checked angling activity this past week. She also worked snowmobiling enforcement.

CO Thomas Sutherland (Grand Rapids) worked angling and snowmobiling activity with trails in great condition. Angling activities are starting to become harder with the deep snow accumulations, and slush on area lakes is becoming a concern.

CO Jimmy Van Asch (Pengilly) reports working angling, snowmobiling, and fish shelter enforcement. 

CO Taylor Hochstein (Hill City) focused much of his time patrolling local snowmobile trails. Enforcement action was taken for various snowmobile and fishing violations.

District 8 – Duluth area

CO Kipp Duncan (Duluth) worked winter fishing around the Duluth area. Many people have been enjoying ice fishing on Lake Superior. Duncan also assisted local law enforcement with a stolen vehicle stop that resulted in an arrest. 

CO Jeff Humphrey (Cromwell) attended a DNR Enforcement Honor Guard meeting/training at Camp Ripley during the week. Humphrey also followed up on a snowmobile trespass complaint and a report about a bobcat killing chickens. A special work detail was conducted with CO Staples in the Lake Vermilion area, focusing on snowmobiling enforcement. 

Lake Superior Marine Unit

CO Keith Olson (Lake Superior Marine Unit) worked snowmobiling enforcement and ice anglers north of Duluth and along the North Shore and Lake Superior. 

CO Matt Miller (Lake Superior Marine Unit) checked many ice anglers who took to rare accessible ice near Duluth. Many new anglers came to the area and were reminded to keep an eye to the winds and ice conditions, and always bring with them float clothing, a chisel, and ice picks to self-rescue. 

District 9 – Brainerd area

CO Eric Sullivan (Pequot Lakes) assisted with the MnUSA Winter Rendezvous hosted by the Crow Wing County Snowmobile Trails Association. The snowmobile trails during the ride were exceptional.  

CO Scott Fitzgerald (CCSRA) reports monitoring snowmobile traffic on area trails. Area lakes were checked for fishing activity, and a few anglers were out in the cold weather. Time also was spent patrolling the SRA for park violations and illegal motor vehicle traffic. Assistance was given to the State Patrol during a recent storm with several vehicles that had gone off the road. 

CO Chelsey Best (Crosslake) spent the week enforcing fishing and snowmobiling laws. Wildlife permits were issued, and numerous groups were encountered on sleds enjoying the recent snowfall. 

District 10 – Mille Lacs area

CO Gregory Verkuilen (Garrison) checked angler activity, which appears set in the middle slow part of winter. Some fish houses are starting to come off the ice while the deadline is still three weeks away. Snowmobile traffic was monitored. 

CO Ben Karon (Isle) spent the week checking anglers on area lakes in Aitkin and Mille Lacs counties. Time also was spent patrolling for unsafe snowmobile operation. 

CO Ashley Whiteoak (Malmo) worked ice angling and snowmobiling enforcement. Enforcement action was taken for illegal-length walleyes, fishing with extra lines, drug possession, drug paraphernalia, ice shelter license violations, and operating a snowmobile at an excessive speed.

CO Dustie Speldrich (Willow River) issued permits for car-killed animals and answered questions regarding youth snowmobile operation.

CO Dan Starr (Onamia) monitored ice fishing activities and found a spotty success rate. Starr worked with CO Karon and found a careless operator of an ATV with no safety training and possessing marijuana. The tandem also encountered anglers without licenses in possession. Starr also assisted county deputies with two separate domestic situations in which combative subjects needed to be arrested.

CO Bret Grundmeier (Hinckley) handled a few trespassing complaints involving hunting without permission and operating snowmobiles on private land. Recent snow amounts caused a few anglers to get their pickups struck while trying to bring wheelhouses out on lakes.

CO Luke Croatt (Wealthwood) worked with neighboring officers while checking snowmobilers on trails. Anglers checked are concerned about fish-house removal with snow continuing to pile up and areas compacted, making it hard to plow.

District 11 – St. Cloud area

CO Joyce Kuske (Little Falls) fielded calls about the age for spearing licenses (18 to 89), size for northern pike you can keep in the central-Minnesota zone, and buying lifetime licenses. Kuske also worked angling and snowmobiling enforcement on area lakes. Many fish houses were still found to not be displaying shelter licenses and not having proper identification on the house. The owners of two fish houses that were found without identification had been warned last winter for the offense. They’re now wishing they would have gotten ID on their houses.

CO Caleb Silgjord (Sauk Centre) spent time during the week working on an assigned background investigation. An Honor Guard meeting was attended, and a new Division-issued squad computer was secured. An AIS violation was addressed, and contact was made with the U.S. Fish and Wildlife Service regarding road right-of-way issues near a waterfowl production area.

CO Todd VanderWeyst (Paynesville) reports a big-game investigation continues. 

CO Frank Rezac (St. Cloud) reports checking snowmobilers and ice anglers. Training at Camp Ripley and in Sauk Rapids was attended. 

CO Leah Kampa (Annandale) spent the week patrolling area lakes and snowmobile trails. Time also was spent doing commercial inspections and attending training at Camp Ripley. A deer-possession permit was issued, and assistance was given with vehicles in ditches. 

District 12 – Princeton area

CO Tony Musatov (Sauk Rapids) checked ice anglers and snowmobilers. Violations were found for no shelter license and no registration. Several animal-related complaints were handled.

CO Trent Seamans (Big Lake) focused enforcement efforts on snowmobile operators. Additional time was spent checking anglers. Enforcement action was taken for failing to display valid snowmobile registration, failing to display ice shelter identification, and failing to display valid ATV registration. 

CO Nathan Benkofske (Milaca) reports working anglers and snowmobilers. Enforcement action was taken for no license in possession, failure to display registration, and failure to display shelter license. Benkofske also investigated a snowmobile accident.

District 13 – West Metro area

CO Thephong Le (ELCOP) worked with other area COs for snowmobile activity on the Luce Line Trail and checked anglers on Lake Minnetonka. Le also received a report about an illegal camper at Fort Snelling State Park. Upon further investigation, it turned out the campers were taking shelter overnight due to bad weather and road conditions. 

CO Tim Maass (Osseo) spent time assisting with a big-game violation investigation. Time also was spent on area lakes, checking ice anglers and snowmobile riders. 

CO James Fogarty (Prior Lake) spent time patrolling snowmobile trails. Fogarty also checked ice anglers on local lakes. Enforcement action was taken for angling without a license and extra lines. The Scott County Sheriff’s Office reported a snowmobile through the ice in an area closed to motor vehicles. Two individuals were able to get out of the water and find help. 

CO Arnaud Kpachavi (Mound) focused primarily on snowmobiling and angling activity. Several reports were received about vehicles going through the ice on various metro-area lakes. Kpachavi also conducted several commercial taxidermy inspections and patrolled area lakes and trails. 

District 14 – East Metro area

CO Garrett Thomas (Eagan) responded to a report about a deer shot in a local neighborhood, reported to the scene of a warehouse fire with a potential oil spill, and conducted snowmobile patrol. Thomas also volunteered for two youth fishing contests.

CO Joe Kulhanek (Hastings) spent his time between snow storms and frigid temperatures monitoring snowmobile activity. He also checked anglers on area lakes who were having limited success. 

District 15 – Marshall area

CO Andrew Dirks (Worthington) checked ice anglers, ATVers, and snowmobilers throughout the week. The West Graham Lake fishing tournament had an excellent turnout despite windy conditions.

CO Craig Miska (Ortonville) assisted several neighboring law enforcement agencies in monitoring a large ice-fishing tournament on Lac qui Parle Lake. Ice anglers are reminded that recent snowstorms have caused significant drifting on local lakes, resulting in multiple vehicles getting stuck. 

District 16 – New Ulm area

CO Shane Vernier (Willmar) worked area angling and snowmobiling activity. He also spoke at a snowmobile safety class and completed commercial inspections. Vernier also collected an incidentally taken fisher and assisted deputies with a missing person.

CO Dustin Miller (Windom) completed a background investigation on an applicant for the upcoming CO Academy. Several anglers contacted on one particular evening stated that they did not think they would get caught angling with extra lines because the officer was the last person they thought they would see walking and checking ice shelters in below-zero temperatures. 

District 17 – Mankato area

CO Tyler Lusignan (Faribault) reports working anglers and snowmobiling enforcement. Lusignan also investigated illegal motorized vehicle use on a state trail.  

CO Chad Davis (Owatonna) checked small-game hunters, trappers, anglers, and snowmobile and ATV operators during the week. Davis also spent time patrolling state parks and wildlife management areas. 

CO Brent Ihnen (Waseca) assisted the State Patrol and other local agencies responding to calls of crashes and vehicles off the road.

District 18 – Rochester area

CO Kevin Prodzinski (Wabasha) assisted with a work crew on Lake of the Woods. 

CO Phil George (Rochester) worked ice anglers and snowmobiling activity in the area. Enforcement action was taken for license and registration issues.

CO Tyler Ramaker (La Crescent) assisted in patrolling an ice-fishing tournament in Frontenac. Enforcement action was taken for several OHV and snowmobile registration violations as well as fishing without a license.

CO Kylan Hill (Zumbrota) reports a late-night stroll onto Lake Byllesby yielded multiple extra-line violations. Most of violators used the excuse: “Oh, my friend left a little while ago, but I haven’t reeled up their lines yet.”. Hill also assisted a local police department with a domestic incident in progress.
